What can i do if my land manager is rude to guest,?

my manager is rude to my guest and charges the tenants a twice a year fee for killing weeds. ive been here three years and i have never seen it being done, i have weeds new and old on the gravel. she badgers me about my own blinds that they need to be replaced when its my trailer and i only rent the lot, also i fell she discriminates against hispanics. Her maintenance man tried to call the cops on some hispanic people for having their car parked sideways on their parking lot! it was not blocking no ones entrance and the tires where not on grass! she also denies me number to complain what can i do?
