Playing Morrowind again, guild ranking issue?

I've gone back to morrowind cuz its more fun than oblivion. So I've been zipping right through the mages guild quests and they won't let me advance above magician. I'm level 30 something and all my skills meet the rank requirements, and all quests until this point are finished. Why won't they let me advance
